Tourist Visa? Can i get married overseas?

So i have been with my fiance now for almost 5 years we are planning on getting married this coming year and want to know what is the best way to bring her to the United States legally. She has a Tourist visa and visits me about once a year and i fly out to her country several times a year.We plan on having a church wedding in her country then coming to the United States and petitioning for her here. Can we do this or will we be breaking the law?
