Can I demand an US RESIDENT VISA?

I'm currently a legal Canadian Resident and I'm gonna apply for the Canadian citizenship in September, but in some years (10 years) I might want to move out to the US, I already have a 10 years tourist/visitor visa for the USA. I read in Wikipedia that there's limited occasions where you can demand a visa and that USA is not receiving new immigrants. is that true? how could I apply for one? tips?
