What are some inexpensive clothing stores in NYC?

I'm going to NYC in mid-July for three days and want to go shopping! I don't mean like Prada or Gucci...I shop at Forever21 and American Eagle. I know they have those stores there. Do they increase prices cuz they know tourists are shopping there?
